Construction Management Services for the Number 7 Line Subway Extension in Manhattan, New York City

PROJECT DESCRIPTION

KS Engineers, P.C. (KSE) has been retained as a subconsultant to provide construction management services for the Number 7 Line Subway Extension in Manhattan, New York City. 

The project will extend the No. 7 Subway Line westward under 41st Street and southward under Eleventh Avenue to the southerly terminus at West 25th Street.  The extension provides 7100 feet long two-track railroad with two lay-up tracks for the storage of six trains.  The extension also provides two new stations; an intermediate station at West 41st Street and Tenth Avenue (Tenth Avenue Station) and a 2-track terminal station on Eleventh Avenue at West 34th Street (34th Street Station).  According to the current plan, only the shell of the Tenth Avenue Station will be constructed.  The finish work is planned for completion at a future date.

The MTA Capital Construction Company (MTACC) intends to utilize Design Bid Build (D-B-B) as the project delivery method for the No. 7 Subway Line Extension.  Multiple construction contracts are anticipated to be awarded by MTACC.  The total duration for the project (including closeout) is 79 months and the construction cost is estimated to be $1.5 billion.

The Consultant will serve as Construction Manager (CCM) and support MTACC in the management of the project during final design, construction and closeout phases to be performed pursuant to the Authority’s planned contracts for construction, the Project Management Procedures (PMPs) and Project Management Guidelines (PMGs).  The CCM shall provide construction management services for all contracts to be awarded under the No. 7 Subway Line Extension project and coordinate this work with other ongoing NYCT, NYC and private contracts which may impact this project.  The CCM, acting through an on-site Project Director shall provide these services on a full-time basis which will include night and weekend work as the construction schedule dictates and as directed by the MTACC Program Manager. The CCM will be under the supervision of and report directly to the MTACC Program Manager or his authorized representative. 

The work relating to the construction management must be coordinate with the Design Consultants and the Construction Contractors selected by MTACC.  The CCM will coordinate between the Contractor and the MTACC Construction Manager.  In the event of a disagreement between the CCM and the Contractor regarding the construction activities, the CCM agrees to resolution thereof by the MTACC Construction Manager. The CCM must establish a smooth and cooperative relationship with the Construction Contractor and design team.  To that end, the CCM shall exercise its best efforts in fostering a timely, smooth and cooperative relationship with the Construction Contractor in meeting the Construction Manager’s requests and carrying out the Construction Manager’s directives.
