Kamal Shahid, P.E.,
President
The founder of KS Engineer, P.C. Kamal Shahid, P.E. established the firm in 1991 in New York City. Within 10 years after our inception, KSE had established its position in the industry as a leading provider of civil and structural engineer, survey and construction inspection services in New York, New Jersey and Pennsylvania. Mr. Shahid holds a Masters Degree in Structural Engineering from Stevens Institute of Technology in Hoboken, New Jersey, and a licensed professional engineer in NY and NJ. Prior to starting KS Engineers, Mr. Shahid served as Principal Project Engineer with NJ Transit Corporation where he was responsible for inspection, maintenance, and rating of over 600 fixed undergrade bridges, 11 movable railroad bridges, and over 1,000 overhead roadway bridges throughout New Jersey. Mr. Shahid also served as Project Manager and Quality Assurance Engineer with the Port Authority of NY&NJ where he was responsible for structural integrity inspection and repair program of Port Authority bridges, tunnels and facilities, including rehabilitation of the historic Harrison PATH Station and rehabilitation of track bed and right-of-way drainage for PATH rail systems from Journal Square to the Hackensack River Crossing, as well as the George Washington, Goethals, and Bayonne Bridges, the Outerbridge Crossing, the Lincoln and Holland Tunnels, and their approach structures. Mr. Shahid also directed the Tunnel Liner Bolt Replacement program for the PATH tunnels under Hudson River. Mr. Shahid is responsible for all contractual and business matters including corporate quality assurance, management of various key personnel for KSE projects and overseeing the corporate marketing & business development activities of the firm. Under his leadership, KSE has successfully completed over 600 projects in both public and private sectors with a construction cost of well over $800 million.
Diego Alaimo, P.E., Vice President & Director of Construction Services - NY
Mr. Alaimo is a licensed professional engineer in the states of NY, NJ, PA, CT and FL. He has over 32 years of diversified experience in design and construction management of transportation and wastewater projects. He has progressed from engineer, project engineer, project manager, regional manager to Senior Vice President/Acting President. He has managed complex engineering projects throughout the Northeast from proposal, to design and construction. These projects have ranged in size from $1M to $85M. Mr. Alaimo possesses through knowledge of the construction industry in New York, Connecticut and Pennsylvania. Mr. Alaimo is responsible for all construction services for KSE in New York and also serves as the branch manager for our New York City Office.
Harry Baker, Vice President – Traffic & Transportation Engineering
Mr. Baker brings more than 32 years of experience as a civil/traffic engineer to KSE. His diverse experience includes the preparation of traffic impact, parking and pedestrian studies, master planning, feasibility studies, roadway, intersection and traffic signal design, site development, and parking lot/garage design. As an active member in the Institute of Transportation Engineering and the National Parking Association, he served on the Board of Governors of the Government and Institutional Branch of the National Parking Association. Mr. Baker’s experience leading traffic transportation and parking design projects for major public and private agencies throughout the Tri-State area makes him a valuable asset to KSE. Mr. Baker will help lead KSE’s growth in the traffic and parking sectors.
Robert H. Busek, P.E., Vice President & Director of Pennsylvania Operations
Mr. Busek is licensed as a Professional Engineer in nine states and brings more than 30 years of experience to KSE. Mr. Busek has provided structural design for a wide variety of projects including vehicular bridges, and railroad infrastructure encompassing passenger facilities, fixed and movable bridges, and buildings. His experience with building facilities includes field inspection, condition survey, structural design, demolition design, and construction/demolition inspection for clients including the Newark Public Schools, the NJ School Construction Corporation, the Philadelphia School Improvement Team and numerous other public and private clients. Mr. Busek is currently directing KSE's design and construction management project for infrastructure development in the Philadelphia Navy Yard. In 2006 his design project “Rehabilitation of Grant Avenue Bridge” for New Jersey Transit won award of engineering excellence from both ACEC–NY and ACEC–NJ.Mr. Busek is recognized for his work on the $350 million replacement design project on the Charter Oak Bridge in Connecticut and for the award-winning University Heights Swing Bridge in the Bronx, New York. He manages the KSE - Philadelphia office which currently serve the Pennsylvania and southern NJ clients in both public and private sectors.
Kenneth Clausen, P.E., Director of Bridge Design Services
Mr. Clausen has 37 years of diverse structural/bridge engineering experience including corporate oversight, project management, and design for both highway and railroad bridges. He has designed steel girder and prestressed concrete girder railroad and highway bridges and miscellaneous structures for expressways, river crossings, and railroad relocation projects. Mr. Clausen led the development of preliminary designs for 22 railroad bridges, over 40 retaining walls, as well as site work and wrote the Quality Assurance plan for major transportation infrastructure projects. He has presented several seminars/workshops on railroad bridge design with a total of over 150 engineers in attendance. Mr. Clausen is licensed in the states of NJ, NY, CT, RI and MO.
Aivars U. Delle, P.E., P.P., Vice President
Mr. Delle has over 40 years of transportation planning, design, and management (project and corporate) experience relating to both national and international projects. Projects have ranged in scope from planning and design of roads, railroads, airports to the improvement of traffic operations relating to congestion management. These projects have also included the planning and design of joint development facilities, i.e. parking facilities, intermodal transfer stations. Corporate experience has included all aspects of corporate operations including management, business development and employee development. Among his project experience are the $100 million widening of the Richmond-Petersburg Turnpike, VA; West Side Highway, NY City; Cross Brooklyn Expressway study; Clearview Expressway Extension study, NY; LIRR Extension study JFK Airport, NY; NJ Interstate I-95 route location; Garden State Parkway – Toms River Spur study; liaison for PR-187, Puerto Rico; and many others. Mr. Aivars holds professional engineering license in PA, NY and NJ. Prior to joining KSE, he served with other prominent engineering firms as Transportation Regional Manager, President, Chairman of the Board and Vice President. Mr. Delle will help KSE expand our presence in the transportation sector in the Pennsylvania and Southern New Jersey Market.
Eileen R. Della Volle, Vice president - Business Development (Private, Federal & Education Sectors)
Ms. Della Volle has more than 20 years of experience in marketing and business development. She works directly with State, local, and private agencies, developing relationships with community and business leaders. Ms. Della Volle is responsible for expanding KSE’s presence in the private, federal and education sectors. She maintains a high level network with business leaders, government officials, non-profit agencies and trade organizations in New Jersey, New York, Philadelphia and Washington, DC. In 2003, Ms. Della Volle was recognized by NJ Biz Magazine for her achievements in business development, receiving their prestigious “40 Under 40 Award”.
W. Carroll Gordon, CLA, RLA, PP, ASLA, Director of Landscape Architecture
Ms. Carroll Gordon brings more than 25 years of diverse experience in the field of landscape architecture. She has provided landscape architectural design for educational facilities, office buildings, inner city housing, condominiums, sports venues and industrial centers. In addition, she has designed pedestrian crossings, bikeways, streetscapes, parking areas, public parks, and boardwalks. Ms. Gordon is experienced in site selection and planning, devising site designs, planting plans, grading, layout, material selection and coordination with regulatory agencies. Prior to joining KSE, Ms. Gordon was the Senior Landscape Architect at the Newark based firm of El Taller Colaborativo. Ms. Gordon’s experience directing Landscape Architecture projects for major public and private agencies makes her the right person to develop KSE’s new Landscape Architecture group.
George Keller, P.E., Vice President, Construction Services
Mr. Keller has over 41 years of experience in the design, construction, and maintenance of transportation facilities. He is a licensed professional engineer in New Jersey. Mr. Keller began his career with the New Jersey Highway Department (now NJDOT) in 1960 as an Assistant Engineer and in his 34-year career rose to the position of Regional Engineer/Director. After retiring from NJDOT, and before joining KSE in 2002, he served for 7 years as the Director of Construction Services with another New Jersey consulting engineering / construction management firm.
Eugene W. Little,
Vice president - Business Development (Transportation)
Mr. Little has over 35 years of experience in marketing and business development of engineering, design construction management services to public and private industry. He is responsible for expanding KSE’s presence in the transportation sector, specifically in the areas of transit, tunnels, bridges, highways, airports, and has worked extensively with Federal, State, County and local agencies and authorities throughout the Northeast. He has also developed extensive corporate marketing programs and strategic plans throughout North America in numerous markets and industry sectors. Mr. Little’s knowledge of the transportation sector and his contacts in the Northeast corridor combine to make him an influential member of our Executive Management Team.
Robert Nash, P.E., Vice president & Chief Civil/Transportation Engineer
Licensed as a Professional Engineer, Mr. Nash has more than 27 years of experience in the design of roadways, site improvements for public and commercial building structures, subdivisions, parks, and park and rides. This work includes new road construction, major renovation of existing roadways, design of grading and drainage, roadway/site illumination, and soil erosion and sediment control measures. He has managed design projects for both public and private entities including NYCDOT, NJDOT, NYSDOT, NJ Turnpike, Kean University, SUNY College of Optometry, New Jersey School Construction Corporation, Hovnanian Enterprises, Kramer Development Corporation, and Toll Brothers. Mr. Nash has extensive experience in the geometric and civil design of various types of highways, roadways and bridges and has managed numerous transportation facilities reconstruction projects. Mr. Nash held the positions of Director of Transportation and Senior Highway and Traffic Engineer for private consultants, was a public Transportation Engineer for municipalities in New York State, and served as a Traffic Engineer for the City of Yonkers.
Dickson Opong, P.E., Vice president, Department Head, Bridge Design
Mr. Opong is licensed as a Professional Engineer in both New Jersey and New York and brings more than 25 years of experience to KSE. He has served as a Project Manager and Unit Manager responsible for the planning, preliminary and final design of bridges and highways throughout the Tri-State region. Mr. Opong has worked on essential infrastructure projects for the New Jersey Department of Transportation, the Port Authority of New York and New Jersey, the New Jersey Turnpike Authority and other public agencies. Mr. Opong’s strong experience managing bridge projects makes him a valuable asset to KSE.
Jacob Perlmutter, P.E., Vice president - Structural Evaluation
Licensed as a Professional Engineer in 3 states,Mr. Perlmutter has 22 years of experience in managing NBIS and biennial inspection of bridges, condition inspection of buildings and other infrastructure facilities in the tri-state area. He has successfully performed project management, project engineering, bridge replacement and rehabilitation design. He has been involved with light rail structural design, construction supervision, and the inspection of bridges, buildings, airports, and marine facilities. Mr. Perlmutter has also provided resident engineering services for numerous bridge and highway construction projects throughout the region for several public entities.
Robert Ryan, P.L.S., P.P., Vice president - Surveying Services
Mr. Ryan is an award-winning Professional Land Surveyor licensed in both New Jersey and New York, with additional licensure as a Professional Planner in New Jersey. He has more than 36 years of extensive experience in the field, and brings a wealth of knowledge in the overall management of both large and small land surveying projects. Mr. Ryan has experience in organizing, scheduling, supervising, and managing the staffing resources and equipment required to complete all surveying and mapping operations. This work has included, but not limited to, title, topographic, GPS control, right-of-way, and riparian surveys. Mr. Ryan has supervised survey work for large-scale residential and industrial developments from acquisition of land to construction stake-out and preparation of final surveys for conveyance. This survey work has been for both private and public clients for a wide range of parcels including: 2,600+/- acres in Old Bridge Township; large-tract single- and multi-family housing; 2,000 acres of Newark Liberty International Airport; the NJ Turnpike (Exits 8A, 12, 14, Oak Island Viaduct, proposed Route 92, and Grand Street Widening); commercial developments; Superfund sites and other environmentally-sensitive projects; and miles of right-of-way surveys for utility companies throughout Union, Middlesex, Hudson, and Essex counties. In addition, he has experience supervising large OSHA operations for survey field crews involved in topographic surveys, remediation surveys, monitoring well surveys, etc. Furthermore, Mr. Ryan’s professional expertise includes providing oral presentations and testimony in defense of his survey findings before a large number of municipal planning boards across the State of New Jersey. Mr. Ryan has worked on projects for such major private and public entities as the NJ School Construction Corporation, NJ Turnpike Authority, NJ Transit, NYC Transit, NYSDOT, the Port Authority of New York and New Jersey, Harms Construction, Toll Brothers, etc.
Michael Seigfried, Sr., Vice President & Director of Construction Services, NJ
Mr. Seigfried has 35 years of experience in roadway and bridge construction projects including the management of the construction of roadway and structures for the completion of Interstate Route 287 from Route 80 to the New York State border (approx 20 miles) for the New Jersey Department of Transportation (NJDOT). Prior to joining KSE, he served as the Director Construction Services for New Jersey Department of Transportation. At NJDOT he received the Employee of the Year Award from NJDOT in 1986 and 1989. Mr. Seigfried also has extensive experience with managing construction projects for NJ Turnpike Authority, and various counties in New Jersey. He is responsible for managing all construction service activities for KSE in New Jersey and Pennsylvania.
Stuart Shrager, P.E., Vice President
Mr. Stuart Schrager brings over 30 years of diversified experience in managing large infrastructure development projects in New York City for municipal water supply and sewer system design and construction. He served as the Director of Infrastructure Construction for Manhattan for the New York City Department of Design and Construction (NYCDDC). At NYCDDC, he managed many high profile projects such as the reconstruction of Malcolm X Boulevard 145th Street to 110th Street; Reconstruction of a major intersection in Chinatown; construction of new water mains on Wall Street and Canal Street; and reconstruction of Sixth Avenue from 56th to 59th Streets. Prior to NYCDDC, Mr. Schrager also served for New York City Department of Environmental Protection (NYCDEP) as Borough Chief Engineer for the Borough of Bronx. Mr. Schrager is a licensed professional engineer in the State of New York.
